deck 12 sq.ft., upper between deck 15 sq.ft., lower between deck 18 sq.ft., and it is, therefore reasonable to infer

that these figures are used as a basis in computing the

capacity of the respective decka: if so, they are not in

conformity with the regulated allowances provided in the

4th Schedule, and, therefore, must obviously be one cause

of the difference between Hongkong and Swatow totals.

Other causes may lie in deductions for encumbrances

etc. What one surveyor may exclude or dedust, another may

not consider necessary to exclude or deduct, but here, again

it is not possible to make any comparison with the Hongkong

License, owing to the absence of particulars in the latter.

From the figures given in Hongkong Licenses for the

area of the upper deck, it is evident that further cause

for difference exists in the calculation of this space.

It has been laid down in previous correspondence between

the ongkong Harbour Master and the Swatow Surveyor that

upper deck spaces, such as forecastle head, promenade decks tope of houses etc., may be calculated in the exercise space,

if properly railed, and the Swatow Surveyor, on the strength

of this ruling, calculates such spaces in his admeasure- ment of the 4 sup.ft. per head exercise space allowance for

between deck passengers, and rightly so, as these 8 AZ06

are actually used by the coolies on the voyage. This method

of calculation naturally allows a larger number of herthed

deck passengers. It may be added that, when between deck

space 18 occupied by cargo instead of passengers, the ever-

To sum up the Swatow procedure. The grant of an out-

put license is at the absolute discretion of the migration

Officer.

Emigrant ships under outport licenses are subject

to the regulations contained in the 4th Schedule, which em-
